The objective with OLE II is twofold:

First to define and implement actual changes in our 4 different project areas. Secondly to package our changes in a product format for easy use by other municipalities.

Planned changes aims for instance  to increase performed quality, develop our staffs competence, find better and new solutions to various issue on housing and accomodations for our elderly.

In short, better prepare our municipalities for the challenge in Elderly Care we are facing already today.

We expect a number of smaller and major changes in our day to day operations. We also expect a number of new services and products to support our municipalities in their challenges for a better Elderly Care.

A summary of our expected outcomes and changes are as followes. Each of theese are also to be packaged as "products", defining its content, structure, organizational requirements and in applicable cases actual physical product specifications.

Our outcomes:

• Organize and establish a long-term general marketing of existing careers in professions for car
• Establish a function for strategic recruiting in respective participating region
• Establish a function for proactive communication with long-term prospects in our school and employment system.
• Establish a model for integrated and permanent staff development.
• Establish a functional system for integrated and coordinated health care between respective providers in the care chain.
• Establish and introduce a system for Safe Medication. Technical solution.
• IT based community, web based meeting platform for senior citizen with focus on transnational solutions, like www.lulesenior.se
• Establish model for physical and informal meeting places
• Establish property solution type “vintage housing”.including sytem description etc etc
• Establish a system for “self generated” activities focused at elderly by elderly
• Establish system for property bank concerning adapted housing for senior citizen, IT based.

Our project has now been running for just over 18 months. The project and its progress match our time plan and budget for most parts.

We are currently in the process to complete our 3^rd work package, the one we call WP 3 b. In practice we have now in detail specified intended changes for all sub projects above. Some of the intended changes have also been tested in our respective organizations.

A brief summary on some of our outcomes this far is:

Organize and establish a long-term general marketing of existing careers in professions for care
Concept of “ambassadors” has been specified and tested. The idea is to integrate a role of “ambassadors” with our staff on various levels to promote recruiting. These ambassadors will actively participate in for instance various fairs, exhibitions and employment conferences etc.
 
Establish a model for integrated and permanent staff development.
So far focus has at large been at laying a foundation for next step through a competence survey. All results will be handled by an IT support in a form of a “competence bank”. Other concepts and solutions under progress are for instance “job introduction” programs, systems for “on the job training”, a joint web platform for Nurses in elderly care to mention a few.
 
Establish a functional system for integrated and coordinated health care between respective providers in the care chain.
This part of our project has to a large extent focused at solutions with preventive home visits for elderly over 80 years including a joint tool for risk assessment. Part of the work has concerned models of cooperation between the various providers of the care chain. Before a full implementation various full-scale tests are now being carried out among participating municipalities. Possible IT support is evaluated as well.
 
Establish and introduce a system for Safe Medication. Technical solution.
Two solutions, interactive and IT based with communication over the GSM net is currently being evaluated for a later introduction. Results this far is positive.
 
IT based community, web based meeting platform for senior citizen with focus on transnational solutions, like www.lulesenior.se
Tools for establishing similar solutions are being developed. Test installation running, please refer to www.eldri.fo. Tools and supporting products to be produced under next work package, WP 3 B.
 
Establish model for physical and informal meeting places
Several models and organizational solutions has been scrutinized and tested as well. Our launch of the “elderly week” in both Luleå and The Faroese was in this conjunction a success.
 
Establish property solution type “vintage housing”. including system description etc
“Vintage Housing” are already being built in Luleå, partly as a result from our first stage of OLE. Currently we are now setting up full project descriptions in order to make the solution available for more communities within the northern region.
 
Establish system for property bank concerning adapted housing for senior citizen, IT based.
Program specifications has been established through a third party. The project aims to register all available adapted housings in Luleå as a reference register. The product can later be used as a possible platform for similar programs in our northern region.
